Scatter Perm was a break through back in the 1960s because it allowed for targeted delivery of a perm solution. Most perms of the time were applied all over hair and then the rollers were used to hold the hair in place. Scatter Perm Rollers had absorbent sheets so the perm solution could be applied to just to areas of the hair that you wanted to curl. In that sense it’s not unlike modern highlighting technology that uses an aluminum foil shield to protect the rest of the hair while you treat just the pieces that you want lightened.

It’s scatter-logical!
